IUCN and IUCN WCEL analysis of the Chair’s Text proposal of 13 August 2025
As the INC-5.2 negotiations continue toward their final scheduled date, we reiterate that, while the Chair does have the ability to propose new text as an option, it still must be in compliance with the parameters of UNEA Resolution 5/14.
In light of this, the Chair's Text of 13 August 2025 is not understandable or acceptable as it has removed articles (such as Art. 6 on supply, Art. 19 health), that were the basis of negotiations with the previous Chair’s Text of 1st December 2024, and at INC-5.2 negotiations from 5 August 2025 onward. IUCN hopes that the reflections of the vast majority of States during the INC-5.2 plenary session of 13 August 2025 will result in a further text that includes these and many other critical elements, including the rights of Indigenous Peoples, local communities and youth, as well as biodiversity and OneHealth. It is also hoped that these reflections will result in the re-inclusion of the dedicated Health article in the 1st December 2024 Chair’s Text and of the stronger provisions on international cooperation.
